From Superpower to Rogue State: The Implications of the US Seizure of Venezuela's Maduro

Amid the considerable disarray following the American military actions on Venezuela, the apprehension of leader Nicolás Maduro, and Donald Trump's announcement that the US will “manage” the country and “seize control of the oil”, there is no doubt – this establishes a profoundly disturbing precedent.

Past Interference and a New Threshold Crossed

The United States has a grim history of meddling, military incursions, and control in the region, but the recent overnight operation marked its initial significant armed assault on South American land. “The preeminence of America in this region is now beyond dispute,” Mr Trump declared.

The decision to unilaterally attack another sovereign country and seize its president – just a short time after he openly looked for a diplomatic solution – carries even broader implications. This ought to concern everyone.

A Nation Left in Limbo

Venezuelans have suffered under an oppressive, corrupt, and inept government under Mr Maduro, commonly thought to have stolen the last election. They now face extreme instability in the best case. However, Ms Rodríguez, now the interim president, has so far struck a defiant tone – and other elements of the headless administration are considerably more radical.

The Superpower as Rogue State

A man who won power pledging to stop foreign wars now says he is “willing to put soldiers into combat”. Redesignating the Department of Defense as the Department of War was not merely symbolic. He no longer views the world’s superpower as a guardian of order; he is transforming it into a lawless actor.

He believes that the America's power allows it to do as it wishes with minimal cost: observe the strikes on Nigeria, on Iran’s nuclear facilities. He claims that the oil resources of Venezuela means this most recent venture “will pay for itself”.

An Illegal Assault on Sovereignty

George W. Bush invaded Iraq on a lie. But this illegal attack came lacking any form of UN approval or the consent of the US Congress; Democrats were not even informed and say they were given false information in briefings. Mr Trump doesn’t seek to bend international norms, but to obliterate them.

Disregard the message this sends to Vladimir Putin, Xi Jinping and others, and question the future path of the United States. While the raid is said to have slain 40 Venezuelans, including civilians, not a single US soldier was lost. Mr Trump’s increasing belief in his impunity will likely encourage further adventurism.

The Thin Pretext and True Motives

No one buys the justification that this is concerning narcotics. Venezuela is only a minor conduit for cocaine; Mr Trump recently exonerated the past Honduran leader Juan Orlando Hernández for drugs and weapons crimes. Mr Trump himself has been explicit that he is driven by the lure of oil as well as a desire to project strength, the beliefs held by certain advisors, and the appetite for triumphalism as his standing with the American public falters.

World Leaders' Silence and a Weakened UN

The international response, especially in Europe, has – with a few principled deviations – been alarmingly quiet. That’s not a result of Mr Maduro’s sins, but anxiety over Mr Trump’s wrath. The forceful statement from UN Secretary General António Guterres was welcome, but this episode highlights the institution’s growing irrelevance.

Mr Trump’s anti-interventionist domestic base could potentially force him to focus on domestic issues once more – but rising medical costs, public anxiety over the economy and other domestic scandals increase his appetite for distraction.

It has been less than 12 months into his time in office. World leaders may regret it if they stay silent now, with the question of which nation is next looming.
